美國國會年底前需決定是否延長非洲增長與機會法案
美國非洲事務高級顧問馬薩德·布盧斯（Massad Boulos）近日表示，美國國會將在今年年底前決定是否延長《非洲增長與機會法案》（AGOA）。該法案已於9月30日到期。
布盧斯在接受彭博社採訪時表示，他對法案的延期持樂觀態度。AGOA 自2000年實施以來，一直是促進非洲與美國貿易關係的關鍵協議。該法案允許32個非洲國家出口超過1800種產品到美國時享有免關稅待遇。該法案的延期需要國會的批准，上一次延期是在2015年。
肯尼亞是AGOA的最大受益國之一，其紡織、茶葉和咖啡產業在出口美國時享有免關稅待遇，並因此獲得數十億美元的收入。2024年，肯尼亞在非洲國家中出口服裝到美國的金額最高，達6億美元（約合77.5億肯尼亞先令），並創造了7萬個直接就業機會。
儘管肯尼亞總統威廉·魯托此前宣布該法案已延期一年，但美國政府尚未正式發布確認聲明。魯托還表示，肯尼亞希望與美國達成一份為期五年的關稅優惠協議。
美國貿易代表辦事處發布的數據顯示，2024年美國與肯尼亞的商品貿易總額（包括出口和進口）估計為15億美元（約合193.8億肯尼亞先令）。
近期，美國和肯尼亞進行了廣泛的談判，以挽救因AGOA到期而受影響的貿易協議。八月份，肯尼亞派出一個貿易和投資專家團隊前往華盛頓舉行談判。
