中國加快人民幣國際化 專家促政府盡快推動穩定幣發展

雖然北京至今尚未正式推出與人民幣掛鈎的穩定幣，但國家媒體與金融專家現時已公開呼籲政府加快行動。據《證券時報》近日發表的評論文章指出，中國必須「宜早不宜遲」建立人民幣穩定幣的監管框架，強調「等待不是選項」，因為美國正藉由美元掛鈎的加密資產進一步鞏固其全球金融霸權。
推動全球人民幣使用 人民銀行多管齊下
中國人民銀行（PBOC）近日公布多項措施，目標減少對美元的「過度依賴」，包括計劃於上海設立「數字人民幣國際化中心」，以及推出更多以人民幣計價的金融衍生產品。事實上，中國已在國內推行數字人民幣，逐步取代部分現鈔及硬幣，而這個國際化中心正是進一步擴展其全球應用的戰略部署。
人民銀行行長潘功勝在陸家嘴論壇上發表主題演講時，明確表示有需要分散對美元的依賴，顯示中國挑戰美元霸權的決心愈來愈強。
上海、大連、鄭州三大交易所最近亦向合資格海外投資者開放16項新期貨及期權合約，涵蓋鉛、錫、橡膠等大宗商品。分析指，這些舉措旨在提升人民幣於全球商品定價的影響力，並為市場提供減少依賴美元基準的對沖工具。
上海期貨交易所同時正研究允許以外幣作為人民幣結算交易的抵押品，進一步展現對國際資本參與的開放態度。
人民幣穩定幣：戰略級新工具
與比特幣等高波動性的加密貨幣不同，穩定幣是與法定貨幣掛鈎的數碼代幣，旨在促進快捷、低成本的跨境交易。目前全球穩定幣市場規模高達2,610億美元，當中約97%以美元作為儲備資產。中國專家警告，這種趨勢正進一步加強美元在全球貿易與金融體系的主導地位。

上海金融與法律研究院劉曉春表示，人民幣穩定幣應該優先服務新興市場，推動人民幣全球角色，而非單純與美元穩定幣正面競爭。亦有專家建議，人民幣穩定幣可於香港及自貿區等離岸地區率先試點。
雖然香港已推出穩定幣發行人發牌制度，但中國內地仍然全面禁止加密貨幣交易，亦未有人民幣穩定幣的監管框架。中國國際金融股份有限公司（CICC）分析師認為，國內監管改革依然是推動人民幣真正國際化的關鍵。
美國政策轉變下的戰略時機
中國加速推動人民幣國際化，正值美元面臨波動與不確定性。今年美元指數已下跌逾9%，而美國政策走向不明，加上美元穩定幣市場迅速壯大，令中國內部推動人民幣替代方案的呼聲愈來愈高。
與此同時，中國多間交易所及金融機構正積極增加離岸人民幣貸款，尤其針對新興市場。跨境支付、人民幣清算銀行、離岸金融合作，都是中國「去美元化」戰略的重要部分。
雖然人民幣穩定幣暫時仍未成真，但北京在政策與言論上的積極部署，已經清楚顯示出一個大方向：人民幣正被塑造成全球主要貨幣競爭者，而穩定幣有望成為未來戰略的核心支柱。
美國率先行動 GENIUS法案鞏固美元優勢
在全球數字貨幣競賽加速之際，中國還在討論人民幣穩定幣的時機與架構，美國則已搶先一步，通過了如GENIUS法案等立法，並已獲參議院批准。這項法案為美元掛鈎穩定幣提供法律保障，進一步鞏固美元於數字資產領域的主導地位。
如果中國未能及時迎頭趕上，全球對美元穩定幣的需求只會進一步加深美元於國際結算的霸權地位——這正是中國急於改變的現實。
